Harmful algal blooms and your safety

Harmful algal blooms can produce toxins that endanger people, pets, and livestock. Whether and when people or animals may safely enter, drink, or otherwise come into contact with water affected by a harmful algal bloom is determined by local, state, and federal authorities. A visitor to this web site should consult the local health department, the state health and environmental agencies, and the responsible federal agencies, including the U.S. Environmental Protection Agency and the Centers for Disease Control and Prevention, before deciding whether, when, and how people or animals may come into contact with such water. A person who may have been exposed to a harmful algal bloom should contact a physician, or Poison Help at 1-800-222-1222. A person whose animal may have been exposed should consult a veterinarian.

Eget Liber, Inc. therefore sets out below, in full, how this web site measures visits to this web site. The measurement uses software that is available to any web site operator. Many web sites measure their visitors without making clear whether they do so or, if they do, what they record. A visitor is entitled to know both. This section describes what this web site records about each visit, how Eget Liber, Inc. uses that record, how long that record is kept, and how a visitor can stop the recording.

Eget Liber, Inc. measures how visitors use this web site with Matomo, an analytics program that runs on the server that hosts this web site. Eget Liber, Inc. does not use Google Analytics or any other outside analytics service, and no information about a visit is sent to such a service.

For each visit, Matomo records the pages viewed; the click-to-open sections opened on the Process and Science pages; the links followed to other web sites and the files downloaded; the date, the time, and how long the visit lasted; the web site, if any, from which the visitor arrived; and general information about the visitor’s browser and device, such as its type, operating system, screen size, and language. Before storing the visitor’s internet (IP) address, Matomo removes the last two of its four numbers, so that the stored address indicates only a general area or internet provider and does not identify the visitor or the visitor’s device. Matomo derives from the shortened address an approximate location: a country and, at most, a region or city.

Matomo places no cookie on a visitor’s device to measure a visit. While a page of this web site is open in a browser tab, the visitor’s browser keeps a list of the click-to-open sections that the visitor has opened, in the browser’s temporary storage for that tab (called session storage); the browser deletes that list when the tab is closed. The only cookie that the visitor statistics place is the one described under “Opting out” below, and only when a visitor chooses to opt out.

When a visitor submits the inquiry form on the Contact Us page, the form also sends, with the inquiry, the list of click-to-open sections that the visitor opened during that visit and the number of times each section was opened. Eget Liber, Inc. keeps that list with the record of the inquiry, uses it to respond to the interests of the inquirer, and studies such lists, across many inquiries, to learn which parts of this web site inquirers find useful.

The inquiry form uses a spam check, Cloudflare Turnstile, provided by Cloudflare, Inc. When the Contact Us page loads, the visitor’s browser exchanges information with Cloudflare, Inc. so that Cloudflare, Inc. can tell a person from an automated program. The handling of that information by Cloudflare, Inc. is governed by the privacy policy of Cloudflare, Inc.

Eget Liber, Inc. uses the visitor statistics only to understand how this web site is used and to improve it. Eget Liber, Inc. does not sell the visitor statistics and does not give them to any third party. The only exceptions are the company that hosts this web site, which stores the visitor statistics on behalf of Eget Liber, Inc., and a disclosure that the law requires.

Matomo deletes the detailed record of each visit 13 months after the visit. Summary reports, which hold totals such as the number of visits to each page and no record of any individual visit, may be kept longer.

When a visitor’s browser sends a “Do Not Track” request, Matomo does not record that visitor’s visits.

Opting out. A visitor may stop Matomo from recording the visitor’s visits to this web site with the opt-out box below. Opting out places one small cookie in the visitor’s browser; that cookie records only the visitor’s choice and contains no personal information. A visitor who deletes the browser’s cookies, or who visits from another browser or device, must opt out again there.
